Government contracting · Executive advisory

Experience matters.

My government contracting career began with a single purchase order for trash skips in Kuwait. I went on to build an international contracting enterprise supporting critical U.S. military missions. Today, I bring that entrepreneurial drive and hard-earned judgment to your business, helping you identify opportunities, forge strategic alliances, and build the discipline to win, perform, and grow.

Where does your business fit?

Federal, state, or local. Prime contractor or subcontractor. Together, we connect your capabilities, capacity, and goals to a route you can pursue with purpose.

The market now

Small business
deserves a fair shot.

Competing against bigger players in the private sector can feel like an uphill battle. Government contracting offers a market with specific provisions designed to help eligible small businesses compete, including purchasing goals, published competition rules, and contracts reserved for small firms.

As the world’s largest buyer, the U.S. government purchases everyday products and services across a wide range of industries. What your business already does can meet a real need for a government agency.

What I bring to your table Portrait of Justin W. Lee

The business behind
the contract.

You can Google the rules. You can ask AI for a plan. You can’t download experience. I bring judgment earned by building from the ground up, forged under wartime pressure, sharpened through negotiations with senior public officials, and focused on what comes next for your business.

My first purchase order was for about $1,000, supplying trash receptacles. I went on to build a contracting business that grew into millions of dollars in work across products, services, logistics, transportation, and infrastructure support. I know how much can begin with a small order and how much the business has to grow to handle what comes next.

My stateside (CONUS) experience includes the contracting community around Huntsville, Redstone Arsenal, and NASA’s Marshall Space Flight Center. I bring that background to work with owners assessing opportunities, building teaming strategies, and preparing their businesses for the demands of performance.

My overseas (OCONUS) experience in Iraq and the Gulf region included supporting the Multinational Security Transition Command in Iraq (MNSTC-I) through nine regional warehouses and logistics operations serving Iraqi Security Forces across 18 provinces. Our warehouses received, stored, and issued a large part of the more than $1 billion in materials and equipment ordered for Iraq’s reconstruction. I also worked with the U.S. Army Corps of Engineers, the Directorate of Contracting, and contractors including Halliburton/KBR, Fluor Daniel, and Combat Support Associates. Today, you work directly with me to apply that operating perspective to the choices in front of your business.

My experience also includes high visibility task orders from the Pentagon.

A closer look at the Iraq logistics experience

Lee Dynamics International provided resources and management to establish or operate nine regional warehouses and retail logistics support for Iraqi Security Forces across 18 provinces. The work involved Iraq’s Ministries of Defense and Interior and the command’s operating environment. During Operation Iraqi Freedom, this high visibility project supported a critical logistics mission: supplying and sustaining Iraqi Security Forces.

The company’s capabilities also included practical and instructional counterpart training in intake, inventory, and redistribution, with carpentry and inventory clerk support among its described activities.

Experience in motion

The work behind
the advice.

The photographs tell part of the story: a small beginning, growing responsibilities, and work across U.S. and international markets.

Watch the journey behind the advice. Then let’s talk about what you are building and where that experience can help.

Accountability & perspective

Experience carries responsibility.

I built a contracting business from nothing, turning hard work and determination into multimillion-dollar contracts at home and abroad. Later in that journey, while still a young business owner, I became caught up in a culture of corruption and made decisions I regret. I took responsibility for my actions, pleaded guilty to federal conspiracy and bribery charges, and completed my sentence. The case received national and international coverage, including reporting by The New York Times, USA Today, The Wall Street Journal, and Iraq Business News. My experience—from building at scale to facing failure and rebuilding—has sharpened the judgment I bring to every client. I help you recognize opportunity, anticipate costly pitfalls, and navigate government contracting with sound decisions, efficient planning, and a clear focus on performance, growth, and compliance with applicable Federal Acquisition Regulation (FAR) requirements.

Public record and professional role

The federal record lists July 8, 2017 as the end date of my prior debarment. I now provide independent executive advisory services; clients retain control of their companies, contracting decisions, and submissions. Advisory services do not imply government endorsement or establish a client’s eligibility for an award.

Second Chance Contractor

Second Chance Contractor is a developing education pilot for justice-impacted people who are incarcerated or returning home. It starts with a belief: people rebuilding their lives deserve a practical chance to turn their skills into a business they can own and sustain. I know what it means to rebuild after incarceration. I also know how a small beginning can grow: my first government contract was a $1,000 purchase order for trash receptacles. I bring that lived experience together with years of U.S. and international contracting operations. Welding, HVAC, janitorial work, and plumbing can become starting points for manageable service work, local public purchases, or subcontracts. Participants learn to assess readiness, define a service, understand requirements, price work, and prepare to deliver. A $500, $1,000, or $2,000 job is an illustration of starting small, not a promised award. A capability statement and 30- and 90-day plans help organize the next steps. The aim is to build readiness, grow at a sustainable pace, and create greater independence and opportunity.
